Cross-border workers: new rules since 15 August 2026

Working in Belgium but living in a neighbouring country? For EU citizens it stays simple; for others it gets stricter.

A cross-border worker works in Belgium but lives in a neighbouring country: the Netherlands, France, Germany, Luxembourg or the United Kingdom. Since 15 August 2026 the rules have been renewed.

Are you Romanian or a citizen of another EU country?

Then it stays simple: a valid identity card or passport is enough. No extra documents are needed.

A family member or colleague from outside the EU?

  • Living in a neighbouring EU country: needs an “Annex 64”, valid for at most one year.
  • Living in the United Kingdom: must apply for a special visa.
  • Anyone still holding the old “Annex 15” must switch before 15 August 2027.

Do you live in Romania and come to Belgium to work? Then you are not a cross-border worker under these rules. Different rules apply to you.
